basically the title, how to make a unarmed unit not to flee combat?
There's a flag in the unit tab of the data editor called "behavior: response". Have you tried with it?

You can set the flee radius to zero, when you look at the behavior itself. However, this will result in no units in the game fleeing anymore, unless you maybe copy the behavior or something.
Set "Response" to "Acquire No Flee".
Field Marine Combat: Default Acquire Level Offensive
Try changing this to
Field Marine Combat: Default Acquire Level None
""If the unit is idle, this determines how abilities are allowed to acquire targets""
i did not test it though~
