The namesake issue started to happen shortly after I started working on a new mission, after I was done with an installation level. I barely started to implement my 'Wave' system and then I started noticing the Queens did nothing more than Inject Larva or stand still or participate as healers in attack waves, which they'll always be slower because there's no Creep being spread. As I looked closer, believing the issues were with the triggers, and even backtracking to previous maps, I started to notice the Queens, regardless of dependency or difficulty, didn't build 'bullied' Creep Tumors anymore.
I tested the ability itself and it works, so it's highly likely the issue is internal AI coding.
Yeah, setting it to brutal will break it. I don't really understand why, but only "Hard" difficulty has the full suite of AI functionality. I'm sure there's some reason for it on Blizzard's end, but as far as custom AI is concerned, there's no real point in using anything other than "Hard". Game difficulty can be made easier or more difficult through other means.

Damn. I was planning to set all AIs to brutal, I wanted to exploit the spells, micro and all the difficulty could offer, in it's base terms. Would help push the B&D difficulty to the letter.
Seems the problem extends BEYOND difficulty issues. Even tried testing on Casual and still the Queen bullies don't respond, and I checked and rechecked the Queens and their ability and AI in the Data Editor. I even tried reactivating the bullies through Galaxy scripting. It either must be a hardcode lock, or internal AI issue since the latest Blizzard update (Could be, given that, previously, the Queens DID respond to the bullies, it was a matter of 'waving' them.).

Just checked, and both bully creep tumors and non-bully creep tumors are both rebuilt by queens.
I used melee dependancies, with campaign AI, and hard difficulty. The rebuild count was set to "-1".
