Nope, active includes all comp players in my experience.
I think the difference is that if a player leaves the game, they are no longer considered active.
I believe this is true.
Some times for max verbosity in my maps, I've just looped through numbers 1 to 8 (assuming i've had 8 players), and check if that player number is playing, and not controlled by computer...
This is a particularly good point. If I only want it to happen to players of a certain status I can always check the players and add them to a player group... Then remove them as they quit.

What distinguishes active players from all players?
All includes comp players, while active is user only.

I thought active was active computers too,
I thought that active just excluded player 15(hostile) and 0(neutral)
Active excludes osbervers too IIRC.
