Is there a condition that checks the name/user-name of a Player?
Like "if NameOfPlayer(1)=="Carnerox"

As far as I know, you cannot directly access the player's name. It is stored as localized text, not as a string. Localized text can vary between versions of Starcraft (US, EU, Asia,etc).
Create a Player_Name[16] string variable. Pick each player in all players and do actions Set Player_Name[# of picked player] = Name of picked player.
Then, do another loop that instead has this condition: Player_Name[# of picked player] = obliviron
