I want to make a trigger unit is near an auto restore cube all bio units owned by that player are completely healed. How do I do this? I have the event I just need the action.
Action you're looking for is "Set Unit Property" which gives you parameters of Unit, A Unit's Stats, and to Value.
A possible way of applying this Action is
-Actions
Unit Group - Pick each unit in ____ and do (Actions)
-Actions
Unit - Set (Picked unit) Life (Percent) to 100.0
Look at screenshot for a better view of it. The _____ (blank) part I mentioned above is where you want to apply your Biological condition. I used Unit Group: Units in Region Matching Condition. Not sure if that's what you want. The unit filter when picking units is where you want to filter out Biological required. And probably exclude the rest of the units.
That could also be done with a behavior for the restore cube, that periodically applies a search effect that selects biological units and sets their health to full.

You need a modify unit effect that modifies vital fraction life by 1, and a search area effect with the appropriate unit filters, radius, and it should use the modify unit effect (that can all be set in the "Area +" field)
Edit: And you obviously need a behavior of type Buff that has infinite periods, infinite duration, the period of how much time should pass between ticks, and the periodic effect of the search area.
It is a one time shot that I want to do. In my map you get kill awards every 50 kills and one of the awards is healing all bio units for the triggering player (move colonist next to the heal, it dies and all bio units gain 100% hp back).
The map has other awards too, like siege breakers, observers, ravens and spectres.
