You would make an actor and text tag. If you're using story dependencies there are actions you can use directly with the words "reticle effect and text tag". You should then create an actor and text tag set variable actions to capture these two things that the action makes, so that you'll be able to kill them off later.
The model you are looking for is called "Briefing Unit Select". There are different types for both Zerg, Terran and Protoss, as well as several sizes. The size used in the picture I believe is the large one.

When you use story dependencies in a map, you are given access to more actions made by blizzard in the trigger editor. There are two that include the words that I mentioned. Searching for those words will let you find them if you are using story dependencies. One let's you do it at a point, and the other at a unit.
It's probably fine. I think Story even includes Campaign, so you might not even need that one. Just be on the lookout for any unintended side effects since sometimes new dependencies will change stuff that you don't want them to.

I did search for them in trigger but could not find them, i was only using the campaign dependencies but now when i added story then it did appear!
