At the start of the AI, the AI sends its workers off to run around, I believe their trying to harvest from mineral patches near other starting locations (that they can't necessarily reach.) When they do choose a starting base to harvest (thats not theirs or unreachable) they then mine that base with their starting workers and get gas from there..... This means the AI sometimes acts normally, sometimes tries to harvest minerals it cant reach, or tries to harvest their enemies minerals and gas.
In one game, a Zerg built their buildings on the other Zerg players creep. In one a player took someones gas and their expansions gas......
