They did block sight and also gave a chance to miss to those underneath. In fact wc3 cliffs had notable gameplay roles that mapmakers often inored because they didnt know melee.
The problem with war3 cliffs is outside of melee, they were nightmares for many complex triggered abilities. They could also crash the game if your triggered ability deformed terrain and cause a desync. The only good property of the built-in cliffs is the 1-way sight blocker. The war3 cliffs also looked very bad and you could make much better ones with the terrain editor, even with tiles and not alpha blending.
and the biggest limitation was that you could not have a single cliff taller than 2 levels. Any tall cliffs had to be stepped or made manually anyway.

You cannot change the 3 cliff restriction without hacking SC2.
If we had a one way vision blocker we could use that in junction with height and rocks to create infinite numbers of said elevations of terrain.
Well in the warcraft 3 editor, the built-in cliffs were a joke anyway. People just used the terrain deform and pathing blockers to simulate cliffs.
So the cliffs in War3 didn't block sight just pathing? In case we already got the same options in the SC2 editor.
