Open up the unit in the data editor, and find the 'Abilities - Response' field. Set it to 'no response' and your unit should remain still when attacked.
Mmmm I have the same problem with SCVs now.
I've set the Ability response to attack and removed the worker flag but they still run away and don't attack!
I fixed this on my map by changing the attackers weapon properties where there is the Response field just like Callex said. So not on the unit but on the attackers weapon properties.
"Response" level worked only with "No Response" while when set to "Acquire" the SCV run away.
As I said for SCV you need to set the "Default Acquire Level" to "Offensive" instead of "Defensive"
I'm trying to do the same (stop a unit from fleeing on damage) but can't find any of the solutions described in this thread in the data editor. Have their place been changed or am I just missing something? I can't do the dummy weapon trick because the unit should still be able to attack when ordered to.
Edit: I found the Flee Range and Flee Duration values from the Stats of the 'Move' order which work just fine.
Any idea on how to remove this? I tried to search into behaviours but I didn't find anything related.

I didnt find the Response field into the attackers weapon but I resolved changing the "Default Acquire Level" to "Offensive" instead of "Defensive"
There's no ' attack ' in the SCV abilities - response... just a Acquire, Flee, or No Response.
Default for SCV is always to flee.
Acquire makes it decide if it should flee based on the enemy or the enemies weapon.
No response should be obvious.
