I added a behaviour that adds height... the unit has a height... mover is fly... and it seems they do fly but ONLY if they were trained and launched while attacking. Once they go back into the unit or if they were in there already, they come out on ground level.
Yeah it's a quirk of hangar units, they ignore their own height settings and use whatever the host's height is.
There's an easy fix though, in the interceptor's actor under host site ops add "SOpHigherBy5" to the operations field. That'll make them REALLY high so you probably want to dupe the SOpHigherBy5 actor and change the offset to +3.75 which is the standard height for air units.
This is really easy. You were close too.
Go to behaviors change height to whatever
Now Change the height time start to .5 sec stop 2 sec or something like that.
Now interceptors will pop out of the vessel and fly towards the sky in 2 seconds.
I did do that. I even used the same behaviour as the one that makes my high templar levitate for one of his spells. It works, but only if the interceptor is spawned and immediately emerges. If it stays in the unit at all, it comes out on ground level.
I'll try the actor height solution. :D

Okay, I'm firing interceptors from a ground-based unit but no matter what, the interceptors stay glued to the ground. Can't I just make them fly? :(
Add a modify unit -> height to them? (they are only visually on the ground right?)
