1.2 seems to have added the ability to handle locales from inside a map or mod. You can see it via the menu-bar on the top of your editor screen: Map -> Locale -> Modify Locales...
I went into one of Blizzard's campaign maps and there you can easily switch in the editor between any language you desire. Giving you the ability to change text based on the user's client language.
Now my problem is, I just can't seem to figure out how to add a locale to my map. I right clik on the field inside modify locales and all I can do is turn on/off the existing enGB (british english) locale. Has anyone figured out how to add a locale?

Well I can imagine that they added this menu and forgot that we don't have all locales by default. Pretty stupid, but I guess we will need to manually add other locales like we used to do -> manually copy pasted in the map file with a mpq editor.
I can find "Map -> Locale -> Modify Locales..." or Map -> Map Info..." but not "Map -> Map Information" and certainly not any button about locales inside the Map Info. A screenshot would be really helpful.
add: Interesting. I found it while looking in the Overview Manage of a Blizzard map. I can't seem to reproduce the button in my own map.
I am trying to edit maps together with few people from US, as i have GB version of the game, everything i add, they see as PARAM and vice a versa. Ive tryed File - preferences - General - Locale, but can only select GB. And map - locale, also shows only GB. Any idea how to add other?
Use SC2 Localizer whenever you're sharing the map with others. Don't leave Primary Localization on Auto, choose the locale you're using (it uses that one to mirror it to other locales).
I've been using it for a long time and haven't looked back. Blizzard's locale options are just... weird and useless.
Not sure I understand what you mean by "both at the same time". The program is not modifying how or which locale your map will use (if that's even possible). It just takes the text from the locale you choose as Primary and copies in "into" all the other locales, making them "equal".

I'll try installing the german version on my other computer and see if the editor manually adds deDE to my enGB map.
