I might be able to help you but do you know if its an actual ability or a cinematic effect for enviroment? Im new to the editor but I have been getting taught alot of things by my mentor Molster a moderator on these forums. (The only person that actually helps me here) Hence my signature.
Make an Apply Behaviour effect then a behaviour that reduces the targets vision to 1 or 0 I guess would be the easiest way.. I'm on my laptop and unable to check. Tie them together then add it to an ability and that would work.

Another effect of SC1 flare is to disable Dectector ability.
How to do that in SC2?
Look at Zeratul's Void Prison, it disables detection. There are some flags in Behavior for things that are disabled while under the effect of the Buff. As I recall, there's one for Detection that can be set to Disabled.

Detection ability is a behavior, thus you should have no trouble disabling it through Modification+ field(Behavior-Buff).
