Regions will always show if you are in the regions pallet (unless you are in game view). In any other pallet, you can just tap shift + R to hide regions.

Is there any way to turn them off while you're not directly using them? They get in the way sometimes when using large regions, it's quite annoying.
Do you mean make regions disappear in the terrain editor? Press "Shift+R" or select "View > Show Layer > Regions"
When in Region mode go your list (on the left side under the minimap), right click on a region and deselect Show Region for any region.
