When you import an icon into your mod, you have access to it in the mod.
When you create a map using the mod as a dependency, you no longer have access to the imported files, and they don't show up in game either.
Could someone please confirm this is an issue.
1. Create a mod
2. Import a DDS icon
3. Save and close
4. Create a map
5. Set your mod as the dependency
6. Find a button and go to change the icon, see if the icon you imported is there.
But it was never possible for a map file to access raw imported files that were in a mod file. You had to include that raw file into something in the data editor (i.e. tga/dds file in a button/icon object, a mp3/ogg file in a voice/sound object, etc). I'm not sure if that was a feature or a bug.
Hopefully, we'll see in about 2 weeks, when they release the patch.

At least I can import them into my mod and set them up, then just import them again into my map using the same file structure and they work.
