Dont know how to make cost for it real resources.. Just cooldown works kinda... Using Ability-Behavier.
Under the cost+ section of the ability you can set the cost to be minerals/vespene gas etc.
For the 1 minute delay - if I got that right - just add a persistent effect to the ability, make it have a duration of 60 seconds and set the final effect to be your desired effect.
