On the map Space Zombies when the final boss comes, all the player's units have their movement speed decreased, but there is no buff icon by the wire frame and the movement speed value does not change in the armor's tool tip. Please note that there's been a number of patches out since I noticed that about the map, so I'm not sure if that was a glitch and is no longer possible to achieve.
Well behaviors won't show an icon if you check the hidden flag, but that'll still show up movement speed in the armor icon. So it's probably done like how the mothership core does it, or how they do it in the secret mission of the wings of liberty campaign. So I'd take a look at those effects.
See how the mothership core has the time warp ability? I think you mean something like that. There's also an ability in the campaign called Chrono rift.
I know about the time scale ability, but I only want to alter the movement speed, not the attack rate or any other rates. So I'll look at the Time Warp on the MC.
I'm unable to find the Mothership Core ability "Time Warp" listed in the data editor, either in HotS Melee or Campaign.

Also when I played the map and used the ability, the effect was visible in the armor tool tip and by the wire-frame.
The weird thing is the ability shows up when the game loads, but not in the editor.

Have you tested Space Zombies to make sure it's not an Upgrade? If you already have previous speed upgrades active the addition of another one won't be noticed.
There's also the "Collapse Buffed" flag, though I expect that to show yellow "upgraded" text too. Also it's on the Unit and not the Buff, so that'll interfere with the display of genuine (de)buffs.
Other than that you can ask in the Triggers subforum if you haven't done so already, no idea how they mesh with the UI though.

Looks like under "modify unit property" action, there is a movement speed option. Haven't tested though.
