I think you might have to create a Model and an Actor for her. Just set your model to Echo then your Actor to the model. You need the Campaign dependencies to find her.
I have every dependence on and I do not see her, nor do I see Borgdragon's suggestion. I can't seem to find any of the units even, not even the Kill Squad medic or robotic man.
Yeah, Echo's unit model is definitely found in the editor. The wikia site will even say the same. The only issue is that her portrait model has no texture.

Isn't her name Nova in the editor? I think it is, I made her the model for my ghosts.

Ctrl + Shift + V opens up the previewer.
Just search for Echo or KillSquad in the search box.
If you have all dependencies active, I don't know why you wouldn't be able to see them. Hmmm.
