You need a Research type ability. You can add to existing ones, but I would advise against that if the specific structure doesn't already have one, it's too easy to forget where you added the upgrade.
All the data is set in the Info+ field, including research cost and time. You will also need a Requirement to hide the button, check the existing ones to see how it's done.
I don't know what you mean with "a timer", if you mean the progress bar that's either a flag on the Research ability (should be enabled by default) or a seperate Build Queue ability, which you don't have to copy. If you're making a custom structure just give it the same queue ability as the Forge has.
okay so I made a custom upgrade called "zealot spawn" and Im trying to add this to engineering bay but when I look command card I cant find my custom upgrade... how do I do this... and I cant find upgrade time too

You need a Button data object. I usually create mine right after the upgrade, before adding it to a Research ability, this is because you can specify a "default button" for each upgrade in said ability, though these are only relevant inside the editor.
For the command card make sure you add the Research ability before opening it up, select a field on the grid, then hit the little green symbol. This will bring up a selection of all Button objects in the map, from which you choose the one you created previously (you can use stock buttons, but their descriptions are tailored specifically to their original use); then in the bottom menu select Ability Command-> Research Ability-> The name of the "default button" you set on the ability. This is why you should set that to your custom button, so you can tell which of the commands corresponds to which upgrade, which the menu doesn't tell you.
"Event stuff"? You mean trigger-scripted events and a timer like in the campaign missions "In Utter Darkness" or "Echoes Of The Future" (time to protect archive and "frenzied attack" respectively)? I don't know, but that's a question for the trigger forums. Or load up those campaign missions and see if you can find the right trigger.

HI! I need some help to create custom upgrade. So I created custom upgrade. but I dont know how to put this in command card of upgrade building.
Such as I made upgrade called zealot upgrade then i want to put this in Forge for new upgrade. but I dont know how.
