I have a buff behavior set up with a periodic modify player effect per second that grants 1 mineral. I want to have other effects and behaviors change the rate of this mineral grant, by either having them change the period or the mineral gained amount. With what behavior or effect do I do this?
You have two options: create multiple such behaviors, one for each rate that you want, and use validators to disable all but one of them at a time depending on these other effects and behaviors that you want to alter the rate.
Or, create an upgrade that modifies the period of the behavior, and use triggers to modify the level of that upgrade based on these other effects and behaviors that you want to alter the rate.

you can use a set effect, set allows u to use mutliple effects and it can sort, you may have to stach them for sorting tho

If you are using triggers just use catalog type triggers to do all the mods since they can do anything an upgrade can.
Your power up effects could alter the timescale for the period while the amount can be done using several validated modify player effects.
