Either Upgrades or Set Catalog Value. I think unit-individual bonuses always add the +X

You can state in behaviors if damage is scaled or unscaled, would just be better if we could see it whats scaled and whats not.
Scaled is like +10 damage Scaled: (10+10)+10% Unscaled:(10+10%)+10
I thought upgrades could set the value explicitly, as a multiplier, or +/- an amount
