Weapons can have mininum range, like the siege tank (siege mode) has a min range of 2 so if the unit is within range of 2 or below it cannot be attacked - anyway abilties can have this too? (as in the ability couldnt be used within a mininum range of 2 from caster)

Just use a Location Range validator saying that the range must be greater than x
