I've figured something out - my unit at beggining have 0 energy, but can pick up items that increases maximum energy level. Now If I have energy regeneration delay set to 5 seconds, game will ignore it and start to regenerate energy during the fight. WTF?

Units regen shields/life as long as they're not taking damage for the delay. They can still attack and regenerate.
So energy delay is used only if unit takes damage? I was sure, that it's used when unit looses energy.
so it is using/losing energy during the fight?

Hmmm, basically unit using energy to attack (weapon - cost field), and regenerating energy directly after shooting (5 second regen delay is set).
A simple work around is get the weapon to add a buff that supresses energy regen and has a duration of 5 secs
