I know i can create new race in data editor. But how can i make it selectable in game lobby for UI changing purposes?
You cannot make a "real" new race selectable in lobby. You can fake one by using custom attributes, and use triggers to change the UI accordingly. It won't work perfectly, but for example this thread has some example maps demonstrating the extend of possible dynamic changes for the UI.
@houndofbaskerville: Go Currently they can get selected if a player chooses random. If you're adding a 4th race I believe it would be the focus of your map, or at least an important feature. May I suggest a crazy solution then?
If you really want to allow players to select this 4th race, you could "swap" things around. Make one of the original 3 races your actual 4th race and replace that race with yours. This way you would have it selectable in lobby I guess (If the overriden name appears in the lobby), but you wouldn't have all 3 original races selectable.
Has anyone posted on the SC2 forums about this? Would they even change something like this? The whole 4th race idea is kind of thrown out the window if you replace one of them. I guess you could just make a custom "lobby" when the game starts where everyone chooses races.

I did like this. And even did tons of works in layouts and triggers with interface. I just thought that do it using races will be better.
Post my question about races on US forum please. May be its just bug and blizz dont know about it. Im on EU.

Through Triggering , Create a Dialog with Label , Lets just put it this way.
Dialog - Protoss Team 1 , Used Dialog Item = Dialog Protoss.
Add Triggering Player to Team 1
Dialog - Zerg Team 2 , Used Dialog Item Dialog Zerg.
Add Triggering Player to Team 2
Simple as that , Then Change Starting Race of Triggering Player through Player Properties or Whatever. :) Hope this helps a little.

edit: the function should require nothing else than adding the race in player properties
but it is blocked by blizz (eta unblock: after lotv, how much after ..? who knows)
