The problem is that scourges just ignore the shields and suicide on the unit. Basically I want the explosion to be on the shield.
You will need to do what SoulFilcher suggests (launch missle with launch the scourge itself as the missile unit) and have the impact/death of the missile actor be affected by attach methods as part of the action actor. The best way to understand this is to study how other missile which launch weapons have their missiles impact on the surface of the unit instead of the center. It has to do with attach volumes and TAV's which force the game to monitor such things. This is the reason why weapons fire on say, the Command Center, hits its exterior instead of the center of the model.

Do you mean to only damage shield points or to visually explode on the shields like projectiles do?

Instead of giving it a melee range, you could make it launch itself as a missile from a short range.
