Go into the Data Editor, then go to Abilities and type in 'SCV - Gather' and click on it. On the right hand panel, click on the 'Stats' tab and find '(Basic) Flags'. You should see a little checkbox that says 'Bypass Resource Queue'. If you check that, it should work.
Thank you, the main problem with that solution is that it allows several workers from the same player to harvest at the same time.
The point is to only let each player have 1 worker at the same time at a mineral patch, but players in the same team can send 1 worker each to the same mineral patch.
For example, Player A and Player B sends a SCV to a mineral patch. Both SCVS can harvest at the same time from it. If both SCVs were from the same player, only one could harvest, and the other would be idle.
I have made so workers stand at a mineral patch to gather minerals, and minerals are immediately added into the bank. (No need to get back to a base)
Each mineral field only allows 1 worker to harvest there at the same time.
