The cooldown link fields which you refer to are for creating multiple abilities that share a cooldown. The cooldown link won't help with what you're trying to do.
There's a *slight* chance you could accomplish this with validators but SoulFilcher's solution sounds like the best way to do this.
Actually there is a direct way to do it - Validator with type Unit Compare Cooldown which will be suitable for your case. However, i don't know if it's blizzard bug or something like that but this validator only triggers when cooldown is launched or finished, so it doesn't track the actual value of that cooldown. But it will work for your case just fine.
I want a passive ability that is only ever active when a certain ability is not on cooldown.
I suspect it has to do with links, but im not sure exactly how to do it? Anyone can point me in the right direction? :)
@Sendlirn: Go You can make the other ability apply a behavior to the caster, that disables the passive, and give it the same duration as the cooldown.
