I have a Hero that gains 1 skill point each level. I wanna give him an additional one when he hits level 10 (and probably when something happens ingame too).

Anyway, Should work the same way. Use the "unit add behavior" action.

how about when unit reach lvl 9(using count behavoir for veterancy) you use catalogue function and change the point per lvl to 2 then at lvl 10 you chance it back to 1 via catalogue ?
The way I'd do it is to create a behavior (buff) that adds certain attributes. When the unit reaches level 10, the trigger applies the buff to the hero. You can hide the buff by selecting the "hidden" in Stats - Flags.
Doesn't really work with Catalog, because is a multiplayer game, and the same heros from the other players will gain double skill points if they level while other player is level 9.
I'm surprised you can't do something simple like this. Maybe with script?

Sorry, but I don't wanna give him extra attributes. Only an additional skill point. There is a way to give an extra skill point via buffs?
