If the bone has no attachment point, it is not possible. Also, if it has an attachment point, but it is called pewpew, it might be impossible as well, at least I wouldn't know how to select attachment points, which are not in the list. Maybe with pure XML editing?
You can name the attachment points whatever you want.
The default Attach Method filters may not work if they are looking for names such as "Weapon", but that's no big deal. Create your own attach methods.
I have no access to the editor right now, but I am pretty sure, even when creating an own attachment method, you select a name from a list, so, at least for non-raw data editing you are limited to those in the list (but creating a new attachment method will show this list, so you can see all useable names for attachment points).

Next to TurretZ they are just names of attachment points and only play a role for attach methods that used by multiple actors eg Action actors where they usually all used weapon 0 so you dont want your weapon 0 being the attachment point on the unit's rear for shooting with.
Usually Damage is used for attaching effects for certain health brackets to all points of that type like fires on the terrain/protoss buildings of the bleeding of the zerg. Target is usually what Action actors aim at randomly for the impact of the action. Hardpoint is usually used for attaching other models onto.
Ok. Have model. One bone named as "pewpew". Is it possible to attach something on this bone through SOp in the data editor?

I want to attach something on hand and if i'll use offsets my attachment wiil not move with hand of model while my unit play animations.
