Nothing new is being asked to be made here, all I need are the pieces put together. Here's what I'm looking for (and offering in return):
The standard "SM_Mercenary03.m3" model to be animated with the animation of the Terran Unit "Spectre.m3".
The "SM_MarineRifle.m3" model is requested to be used with the "SM_Mercenary03.m3" model, and applied to the "Spectre.m3" animations (such as "cover", where the normal animations get duplicated with the rifle on the character's back).
I am also requesting that little things like the unit's trigger finger "twitch" during the first moment of the "Attack" animation, and then reset to it's static.
The SM_Mercenary03 model should also have his hands naturally relaxed and slightly cupped while resting. I don't believe that the Spectre animation files accommodate for hands/fingers animations, so I am offering up complete creative control to the animator with the one request that it looks "natural" when he stands - and any animation files that need to be tweaked to look "natural" are sufficiently "fixed".
All of the speeds are able to be modified within the Data Editor itself, so I'll worry about fine-tuning their duration.
PAYMENT
In return, I am offering the following:
-I make my living as an artist, specifically as a painter. My paintings average a pricetag between $450 and $850, and I've had pieces received by everyone from Official Heads of State to record company CEO's. If anyone can take care of all of this request for me, I'll give you one of my paintings as per your specifications. I paint from photographs in a photorealistic, albeit very stylized and unique way. 90% of my clients choose them and their significant other to be painted together, as these paintings are an incredibly personalized gift. Valentines Day is two months away, and this could make one hell of a gift - although any subject matter works well, and almost any scene can be done. I specialize in painting portraits.
I've got plenty of examples of my work for anyone who is willing to take on this project.

Hmm, Forget the payment ill give a try it. I currently have 3Dsmax 2012 and if its just animation then its no skin off my back.
The model SM_Mercenary03.m3 has no current animation which also means that they are no ribbons or particles attached to the file so to export it. i would use a .mpq editor to grab the SM texture and load it into 3dsmax 2012 and just animate it. I will attach the Sm_MarineRifle as you desire.
However= i do not know how to take the spectre's animations and put them on this model so if your fine with "Trace over" animations (which means ill try to remake them) then i will be fine.
There are somethings i would like to ask though before i start.
1. How much time can you give me? (i just got the 2012 and i am still learning) (suggested time-frame: 1-2 weeks)
2. Do you want any Particle systems (i cant do advanced but ill do the best i can) and if so may i have a texture for each particle?
3. Do you want any custom Lights? (like the marines flashlight on his shoulder)
I can give you as much time as you need to get it looking nice, 1-2 weeks is all good. As far as particles go, I'm not sure I understand?
How would I go about having a flashlight be able to be toggled, as far as models go? I presume it would imply an animation version with, and then without the light? If so, a flashlight from the underside of the gun would be fantastic.
The rifle muzzle flash when firing is handled in the data editor, right?
Thanks for your input, i will attach a light to the gun. With the light, what animations would you like it on or off?

As for the particle question: a particle system can be anywhere from a fire to a transformation of 1 object to another, to a cloud
Edit: Lights and particle systems are effected by animations and are controlled by them. Although starcraft 2 has a feature where if you set your graphics to low then lights are not shown to the user but are still rendered in game and the same thing goes for the particle systems, textures ect.
I'll need one of every animation with the light off/on, except with the rifle on his back or bringing the rifle out - both will have the light off by default.
As for particles, I'll have to double check the model tomorrow.
In this image I've put a really thick yellow circle around a white dot on the rifle. It looks like a button or something. Is there a way to make it have a "glowing" particle effect, as if it were a small LED light on the rifle? If so - having it glow a faint yellow would be great.

Status update: Got the mercenary to hold the gun and now I'm depolying the trigger on the gun so i can have it move back and forth in animation.
Edit: I'm having trouble with nintoxicated texture import when concerning particles for .m3 files

Sure, can do but right now im at a standstill. The mercenary model loaded perfectly and i can animate it.
The gun "Model & Textures" loaded perfectly but the particle textures wont attach to the bullets and there for im having particle issues
Anything I'm able to do to help?
Also, I don't know if there's a "walk" animation with that model. If not, is there a way to create one?
