I made a Target / True Shot Aura model with my Blender m3 addon (Tutorials can be found at (1), (2) , (3)).
The model contains 4 animations: A brith, stand and death animation and a global loop animation which runs in the background independent of the other animations. In the following video you can see the animations in the following order: birth, stand and death:

I use this for my auras. I replace the texture via texture select by ID actor message to create multiple aura looks and it's working quite well. :)
This is Troll Berserker Level 6 and judging by the background, the map is Turtle Rock. This is what trueshot aura looks like, so that does not look veyr true shot to me.
The original true shot aura of the hero is white when I remember it correctly. The aura looks to me like a circle with parts that have a larger and smaller radius like my model. True my model does not look exactly the same like the original, but I was inspired by it.
Is that a diablo project? Where is it, is it released?
The auras I implemented aren't in the playable content, yet. They will become available once I release the skilltrees. Most likely when I've more or less finished the whole game.

The model itself does not require any additional textures, as it is just referencing an existing Starcraft 2 texture.

Well, here you can see the potm near the Archmage, the same aura as the neutral creep above.
Any chance of making the buff as well?
Tihs model goe son the caster, but need to nice to have an addition for units you are recieving the aura :)
@Fullachain: Go Export the image, edit it/make a new one. Then alter the texture via TextureSelectByID.
