use a delay buff. the ability cloak adds a delay dummy buff which will add the real cloak buff. to have an visuall effect, go to actors and set the opacity to 50% over the delay time.
to be honest, i don't know. i always use a unit macro in my maps for all of these things. triggers can send actor messages too. i am too lazy but you might be able to send a actor msg with an action actor
Use a Simple actor type as that applies the actor events to everything. Use the bury flag instead of cloak and do the opacity event over a time period as stated in the other posts.

would I edit the user's actor directly, or can I make something just turn the casting unit transparent.
potentially many units could have this buff, so editing all the actors would be something I would want to avoid if possible
