It seems that when player 1-14 has a unit that launches a missile, the missile does no damage unless the unit they are targeting is moving or standing at a random position from the targeting unit. But player 15 units (hostile) have none of these issues using the exact same units and weapons. Ive tested with every weapon that launches a projectile. ive tested with multiple units. Both have been reset to default while testing.
Is there a player property that is causing my projectiles to do no damage? can anyone help me with this bug?
Edit: Problem solved. I had a wander behavior added to idle units that were not player 15. This was causing projectiles to not do damage sometimes. Thank you Knallerton for solving this.
does the missile hit or does it get destroyed? does the hit effect of the missile start? (debug with a trigger event UI- Effect used)
there is either:
A) A trigger destroying your missile (enters region, debug with debug window and check which triggers are active)
B) A search Effect used by a buff or persistant which destroys your missile
C) All units have a damage response set to 0
D) A unit with an attack similiar to the Drone shooting missiles
E) Your movers of all missiles have changed to not follow their target

Projectile animations look normal and hit the unit it's attacking.
There are no triggers or regions effecting the missiles because I tested with all triggers deleted.
Data for the units, weapons, and effects have been reset.
When placing 2 opposing enemy units then having them attack each other with a Projectile weapon attached no damage is done unless you change one of the units to player 15.
A project will also sometimes start doing damage if the player getting hit moves or sometimes when the attacking unit moves to a closer position. A Projectile will sometimes start doing damage if there are other units already firing projectiles at the same unit.
This problem is still unsolved. Would anyone be able to take a look at my map for me or give me a suggestion? Ive spent entire days trying to get this to work and PM many people about it.

Maybe there's a search effect that's only looking for enemies?

Even if there was, I set player 1 and player 2 to to enemies and tested. Also it happened on every projectile in the game
this sounds like a "unit enters region" trigger, missiles are units too

The units or projectiles are not in any regions at all. Also I turned off all my triggers and tested.

I'd have no idea without looking at the map itself. It's a very strange problem.
