It damages enemies without crashing, but crashes if the fireball collides directly with an unit. The map attached in the tutorial also crashes exactly the same way in my map. I I'm using editor version 1.0.0. Any theories?
Well, you probably have to expect getting errors if you use an outdated version. :)
That error will most likely be version specific, so to find someone to fix it you have to find someone who has 1.0.0 and has the knowledge to help. Which probably won't happen.
All I can help is that you should correct the "Art: Missile" field for one of the action actors (I think the right one), because that is not set up. Also, the Initial Offsets are inverted.
But that has probably nothing to do with the crash (well, the Art: Missile thing might, who knows). There's definitely no crash using 1.5.0 in your map.
It should be possible to select a different region and then download the game in another language. Apart from the language this shouldn't make any difference.

Because, as far as I know, Blizzard Didn't created an english version for South America. :\
