Maybe make a Buff type behaviour that has a validator of the Unit Compare Order Count that if the ability is queued it activates, cancels the ability from the queue using an Issue Order effect and then performs the desired effect

I have a building with research that ques up. I want the building to have an ability that it can use without the ability joining the tech que.
