Is it possible to make a neutral shop where we can buy not units (items) but upgrades ?
I insist on the "neutral", I don't want the player to see the shop from anywhere. That's why a player-controlled shop can't be used.
You can't make it stay neutral, but what you can do is when a person gets close to it (Say.. they enter region "Shop") then they get control of the shop until they leave the region, once they leave the region, the shop goes back to neutral (but all of this is in triggers, and not data)

Unless one of the recent patches broke the map, look at my ownership changer map. That system should meet your requirements.
