Hello, I've tried to import WoW characters into Starcraft II in order to make a map about the Lich King's fall (like ICC raid in WoW) and I have created weapons, shoulders actors and models that I can place on these characters but after setting in the equipment actor the Host Site Operations+ on SOpAttachWeaponRight (for instance for a sword) the weapon appear on the character at the right place but only updates his position or rotation when the character moves and not when he isn't moving and playing Stand animation or Attack animation. It seems like it's frozen until the character moves. This bug appeared after doing some ScII update, before that everything worked well. (I was working on an older version of the ScII editor).
Others have encountered this issue since 3.0 was released. I believe it's caused by changes to how .m3 models are interpreted in 3.0 (meanwhile the .m3 exported by WMV is using the previous .m3 format). This can be fixed (relatively easily) with 3ds max, TM's import script, and the SC2 Art Tools.

Edit : I found a temporary solution by adding triggers that attach and destroy the models each seconds but it's not very good.

Try using a hidden marine as an intermediate model, that sometimes fixes it.
