They use the technology, but it generate an animation for the lips and only that can be found in the game assets (so you cant do mouth talk in the fly)
To make it move, you have to send transmission from portratit and set it sounds to some of the unit's line i think. Not really sure how but its just like you take a long line of his and play
Im not too sure how to do it, but would i need to create animations for every word i want him to say? or does it have a built-in lip syncing tool?...

They probably animated them, like when you animate a unit. It probably can't be done with the editor.

Export it to some 3d modeling program (can you export a .dds?) change animations there. You're good to go.
