Assassinate and Shrink no longer have 100% chance (oops!)

New upgrade for the Toxic Tower, double duration for disease.
Cellular Instability now lasts 30 seconds, but is part of the disease and gets those upgrades.
New upgrade for the Artillery Tower. Coordinated Strike allows all Artillery on the map to focus fire on one location, regardless of distance.
Disease damage doubled.
Medivac Speed nerfed.
Medivacs now carry only 1 unit.
Now units emerging from a dead medivac will move directly to the endzone (before they waited to be attacked first).

All of the enemies have been made tougher.
Radar Towers now display the detect range (upgraded missile turrets do not but its the same range)
Now the shrink ability correctly scales down the unit.
There is some massive slowdowns when you have many projectiles on the screen, especially against the very tough enemies like the Thor. I am currently trying to figure out a way to fix this.
Some air units will idle if they get pushed off the path.
Medivac cargo seems to get damaged/die instantly from the rocket turrets splash attack. Not sure why...
