A pack of energy cloud effects with different variations, for AoE effects that cover wide areas and abilities that create persistent effects that deal damage over time or apply debuffs in a wide area. Can also be used as doodads or environmental effects in maps. Since the effects are quite big and have a certain degree of transparency, is hard to appreciate how they really look in the screenshot I provided, so to have an actual idea of how they look you should view them in the cutscene editor. The models that have CT, at the end of their names, are the ones that use custom textures provided in the pack, all the other models use ingame textures exclusively.
