Added Halberdier and Pikeman yet again. Pikes Upgrade at Keep, Halberds Upgrade at Imperial Capitol.

some things might be unbalanced
Upgrade Pikes has requirement Horse Archery. Unable to fix.
Halberdiers do not yet require Halberds research, unknown how to fix. Bunker knows.
Conscription does not have individualized time values for training on most.
Bunker does not download my version of the map before continuing to apply changes.
