For Infested Marine loading, you’ll want to modify the validators on the Bunker Load/Unload ability. As for the actor events of the Siege Tank, I have no idea unfortunately, the text being red has nothing to do with it working or not though afaik.
Perhaps add in another term, so then in AbilMorph.*.Finish, it has both MorphToSiegeTankSieged and MorphFromSiegeTank, and for AbilMorph.*.Start it has MorphFromSiegeTankSieged and MorphToSiegeTank? Iirc that's how the Viking is set up, so that might help.
You'll need to read the triggers and such in-depth. Units should be available if you use HotS Dependency with Campaign content on. As for tutorials, there is a Sc2Mapster wiki, https://sc2mapster.gamepedia.com/SC2Mapster_Wiki, and it has some tutorials. Most of them should still work, but they may not be what you want. The SC2Mapster discord can also help, as it's quite active.
Use Open Maps then go to Campaigns. If you own HotS then you should have it. Might need to go down the maps, but HotS and LotV are in their own folders.
They might use abilities, but I'm not sure on that. New regions can be done via regions and the Set Playable Area trigger I believe. You can have star-bases with units on it now however with the water pathing, but for now just focus on the attack lanes.
Do you intend for there to be spaces that ships cannot pass through? If yes, then the units would actually use ground pathing instead of air pathing. Otherwise, you can use air pathing.
Leveling can be done via triggers or veterancy behaviors, since I am more experienced with veterancy behaviors; You can use state flags to have the attribute heroic be added to the unit at a certain level. Statistical increases like Damage and Health can also be done via veterancy behaviors, whether by the behavior itself or attributes.
Skins do not affect AI behavior, nor unit behavior.
You can use skins in the editor, via the Apply Player Skin action. Unowned skins work if they are called via the Apply Player Skin action.
I believe there is a flag on either the effect, weapon, or buff to collapse the buffs into one number as you want, however the entire weapon will then turn green. For armor I think it’s either a flag on the unit itself or on the buff, I’m not entirely sure if it’s where I described them but it’s definitely possible.

To answer the questions I can:
