A data solution is much cleaner. All you have to do is create a buff behavior and check the "suppress cloak" box under the modifications field of the ability, setting the duration to snipe's prep time. Then add that as the precast behavior for the ability as described by DrSuperEvil , or have it applied via an effect.
The way I do it is through the data editor. Under the models tab, select any model and select the file field and hit browse. You can export individual files rom the list that pops up.
Site Operation (Explicit Rotation) is a type of actor, not a specific site operation. You have to make one that rotates the flame actor according whatever angle you want.
Also, I don't think you need a weapon; you can just create the flame at the start of an effect or behavior.

I feel bad for not having a screenshot, but I've been working on laying the groundwork for the campaign lately (trigger libraries, data edits, etc., stuff you don't see in-game) so that workflow will be a lot smoother when developing maps in the future.
It seems you have spent a lot of time planning and thinking about this; the level of detail both the story and the description of how the mission should play out shows that.
That said, it may be difficult to find someone dedicated enough to make this a reality for you. Many mapmakers are busy as it is with their own projects. I just wanted to point that out so that you know that if people don't respond to this, it's not because they're ignoring you; it's more likely just because they've got a lot on their plate.
However, I won't discourage you from continuing with this. You may not have the computer or means to make this yourself at the moment, but I would encourage you to do some research on how to use the editor in the event that you do gain access to it; if it's something you're interested in, I'd pursue it.
Things have been quiet around here lately. It's always nice to have newcomers that are seriously interested in SC2 mapmaking.

Yes, actor events are for in-game animations. The cutscene editor is just for finding out the names of animations.

Ah, and for equilateral triangles you can use polar offsets to make negative rotated rectangles. Nice.

Did you check the selection layer of the model (under the model tab) in the data editor to ensure it's the same as other units?

Hate to prod, but is this going into continuations of the Xeyed: Nascency campaign or is that on hold for the foreseeable future?
