I think what he means is that he only wants a particular unit type not to have a certain upgrade (Zerglings -> Speed boost), but to have the remaining upgrades available for that unit.
There's a way using the data editor as far as i know, I remember doing something like that for my own map, but with the weapons and armor upgrades.
After i get home I'll look at the editor to see if i can find it. Someone else might know exactly what to do though. (Sry, I haven't used the editor for a while...).
Edit: now that i read again.. could be that he wants all the upgrades available (without requirements) except for one.... maybe you can especify a little more
Try using the corresponding terrain object for your bridge (located in the terrain tab), and then adding the doodad. It should work fine.
PS: Next time, use Search. There are thousands of threads with your same issues (no offense, on the contrary, sometimes people don't answer this kind of things because they have been answered thousands of times already, so take it as a constructive criticism.), you won't waste precious time waiting for an answer that already exists.
