You're probably right, I haven't looked into it before. I just thought I remembered reading somewhere on the net (which automatically makes it true!!) that Insane AI get's a break on cost. I knew it's APM was stupid, but I didn't know about the switching target priorities. That actually makes a lot of sense.....
Absolutely. I've only had to use it on 2 occasions so far, but it answered questions about fields that I couldn't find anywhere else. Thank you all for your efforts with it so far. As soon as I have information to contribute, I'll do so.
As far as animations are concerned, that is a really, really big subject. I highly recommend you find some tutorials on the subject (the net is full of these), some of the best are at autodesk's website, http://area.autodesk.com/tutorials-tips . We could dedicate an entire website on just how to animate inside 3d programs. Hope this helps some. And like I said, I'll play around w/gmax and see what I can find out about importing 3ds programs.
alternatively you can add a command to the melee initialization trigger to give the needed requirements when the level starts. I've had to do this a few times myself.
I guess it all depends on what your time constraints are. I've been working a my current project for over a month, and have learned a lot from everyone here. Doing anything in the editor is time consuming, so I wish you luck in your endeavors, but it sounds like what you want to do is going to take more time than you're able to put into it.

Edit: I just realized what you were actually asking... :)
You need to add the build ability for the appropriate race (e.g. terran, add the SCV - Build ability) to your target unit. Then edit the +Info field to add whatever buildings you would like them to be able to build.
If you're just looking to export game models, I think they give away a version of max called G-Max, which is specifically made available for game asset creation. You can't render from it, but it might help you with your animations. Make sure you get the m3 exporter for it!
