Or you could just create dummy units without models and place them to block the unit.
Since there's four menus in a command card, then it's (5*3)*4-3 (the abilities that link to the other submenus) = 57 abilities, assuming you remove attack/move/stop/etc..
However you can hide abilities like Eiviyn said, and make them hotkey-enabled or simply passive.

COPY the Unit and Actor, and rename them to whatever the hell you want.
Go to actor > art. Change model and portrait to marine.
Go to actor > sound. Change Pissed/Ready/What/Yes/Attack/Move sounds to the same ones used by normal marine, you may ignore the other fields.
Go to actor > events. Find every instance of ALL default Marine references and change them to the unit that you copied.

Anyone know how to make abilities that will target a point with UI disabled (Custom UI).
IE: Pressing A to attack and your cursor changes into a target cursor, you can then specify what you want to attack, while having the interface disabled.

The start location itself moves by default .5 of a coord, so it shouldn't be silly, as the melee games also have the starting points rounded off to .5
Built in SC2 by some idiot, don't think you can change it.

Make a new map and test - If you have the same effect it's your mouse or game. In that case, try reinstalling Sc2.
If it doesn't, then you fucked up an ability. Open a new map and see differences between normal ability and the one in your map.

Also, link the actor to the copied unit.

Anyone know how to remove tooltips from the command card?

It is most likely a refraction issue, might wanna check that out in water settings.
You can also try to duplicate water, increase it's height so that it's a TINY bit over the old water, and place it over the rectangle.
