I can't even believe people are argueing about this. blizzard owns the editor they used therefore owns the project, just like in diablo 2 when people were trying to sell items online, you can't. blizzard owns the art, blizzard owns the editor, and yes the eula states blizzard is primary holder of license of any project, i remember because I used to play/make maps for wc3.
Valve has no claim whatsoever, and blizzard isn't even doing anything evil about it.
