This works when you're set to follow a unit. I had been trying to find a fix for this weird camera behavior and this is a solution. That being said, I wish I could keep my UI and not have this problem...
Also "Game UI Data -> Default SC2 UI Settings -> Field: UI - World Console Bottom" no longer exists in the Game UI Data catalog. Don't know if it was removed over the past 4 years...

If your camera behaves like this then use one of the following methods to fix it:

i have a problem similiar to this when the camera is infront of a cliff but not following something
saved like 8 hours of my work if this fixes my problem
