I have a small problem with this version (and also the old-version) of the map editor.
For my Virtua SC2 Racing project i create a library into the Mod. Into a map using this mod, the library works well and all was fine...
I would like to make the same thing for another Mod, but it's not possible... When i put a library into the Mod, the map using this mod doesn't launch the library.
I had similar issues, so I just took to importing the library into the .map file. It seems suboptimal as logically the triggers are really associated with the data in the .mod, but it works. Exporting the library later isn't difficult either so it still seems portable enough.
I encountered this very same issue while trying to work with my mod.
I have not 100% found the solution yet, but I noticed that the library doesn't get fully imported when the mod is set as a dependency. Sometimes doing a certain action like copying a trigger from the library will make the entire library work but othertimes it's the same issue as what your having, it just simply doesn't start up.
I'll have a look into this more closely and see if I can discover how to get libraries and mod's to better communicate with each other.
Go to the Mod's file. Open up the Trigger Editor and right-click on your library. Mouse over the library option and open up the "Library Name" dialog. It consists of a hexadecimal id or some other name you choose. Take note of it and remember it.
Now, while still in your mod, open up the Data Editor. Select SC2 Gameplay from the dropdown. Find the field "Trigger Libraries" and add your library name to that field.
Your dependent maps should now execute the triggers in your library.

although i did not use the hexadecimal i gave my library a 4 letter name
As @maverck was saying^, right click on your library (in the trigger editor) and choose Library->"change Library ID". In the pop up window you'll notice a check box "Auto Load Library In Game". Check that check box and hit ok. Now your mod triggers should work.

Now (May 2014),do this:
