Not sure it is possible. Passing that information to the shaders would greatly slow down frame render times for a feature seldom used. It would also cause strange shadow artefacts due to the discontinuity of light source.
The best you can do is dynamically change lighting for specific human players based on their current centre of view. This actually might result in a higher quality visual as you can then apply blending on border areas (eg twilight or morning) so that the change in lighting is not so drastic and the shadows are all consistent.

Last I checked, this feature was not available. That said, I have no checked in a while and may well be wrong about that.
As for how to do this, it can simply be done using lighting regions. In the brushes section of the terrain editor, you can paint two different lighting regions, and then in the lighting section, turn down the ambient and diffuse settings for the region that you wish the be night.

You can locally alter lighting, that is how the Undead Assault 3 NOD worked.
The approach you suggest only alters basic illumination as far as I know. It does not alter shadow direction and other characteristics that are required for a decent day/night illumination model.
Yes, but if he wants just a simple setup where it looks lit up in one area and dark in another, then this is an easy solution that, while not perfect, may well be good enough.
