Custom loading screens don't go into a specific folder, just use the Import Manager to get it into your map.
As for converting to .dds, most people that I know use NVidia's Photoshop plugin. If you don't have Photoshop, google "dds converter" and I'm sure you'll find a bunch of programs that work just as well.
other dds conversion programs:
- paint.net is pretty good, if you only want to convert images to dds.
- Gimp needs a plugin and makes mistakes during conversion, but is more powerful than paint.net.
